Here is an example of a loose or sagging gutter. Often times, over time, gutter spikes or brackets will come loose. If the Fascia board behind the gutter is still in reasonably good shape, reattaching the gutter is likely doable. One of the biggest problems with gutters is an improper slope. Slope refers to the the decline of the gutter as it aproaches the downspout(s). If this slope is off it will not drain properly no matter how clean the gutters are or how well they are attached. Downspouts and elbows can get clogged and completely compacted with debris. With a little work, it is likely they can be cleared. Sometimes, unfortunately, elbows need to be cut apart to get them apart which means they will have to be replaced. Sometimes screws that are too long are used by installers or a previous contractor or Harry homeowner. These long screws will catch debris as it goes down the downspout and elbows and clog the system up even faster. These long screws should be replaced with 1/4" self-tapping metal screws. Also, over time, downspout straps can come loose from the house or structure and require remounting or reattaching. Not a complicated fix but it is important it is done right.
